Haley De La Rosa joined the Economic Progress Institute Board in October 2024.

Haley is the Workforce Development Labor Liaison at the Institute for Labor Studies and Research (ILSR), Rhode Island’s premier worker center that provides education and training to enable workers and the labor movement to have a stronger voice in the workplace and create a more just and equitable society. Originally from the US-Mexico border town of Edinburg, Texas, Haley moved to Rhode Island to attend Brown University as the first in her family to attend a post-secondary educational institution. She now works to expand opportunities for multilingual learners in the workforce and create new pathways to family-sustaining jobs for recent immigrants and historically underrepresented groups.

In her role, Haley’s main responsibilities include supporting strong collaboration in the Rhode Island workforce development system to create responsive, worker-centered education and training opportunities, coordinating the ILSR Leadership for the Future program, and sustainability.

Haley is Secretary-Treasurer of her local union, OPEIU Local 25, Secretary of the RI Chapter of the Coalition of Labor Union Women, and a Commissioner for the Dr. Martin Luther King Jr. State Holiday Commission. She serves on the boards of the RI Council for Occupational Safety and Health and the RI Labor History Society. In her free time, Haley enjoys exploring Rhode Island woodlands, playing the cello, and cooking. Haley received a Bachelor Degree in International Relations, Security, and Society from Brown University.
