EPI and the Revenue for Rhode Islanders coalition are spotlighting the urgency of the State of Rhode Island stepping up and protecting Rhode Islanders from the destructiveness of the impact of Congressional budget resolutions — and becoming a much more equitable place in the process!
This event is split into two parts.
At 3 PM, EPI Director of Research and Fiscal Policy Alan Krinsky will present a policy brief addressing the Mass Exodus Tax Flight Myth. This brief finds that there is simply no evidence — not in Rhode Island or anywhere in the United States — where enacting a modest surtax on the highest levels of income has caused a large-scale exodus of wealthy residents.
At 3:30 PM, the Revenue for Rhode Islanders Coalition will kick off its 2025 campaign supporting legislation by Sen. Melissa Murray (SB-329) and Rep. Karen Alzate (HB-5473). This legislation would tax the top 1% of income earners in Rhode Island by establishing a 3% surtax on income above $625,000 (meaning that the surtax would not apply to the first $625,000 in income). It would affect only 5,700 filers out of 500,000 — and would generate $190 million in much-needed annual revenue earmarked to benefit all Rhode Islanders.
